How a plumbing bill is built

Three lines on almost every invoice, and a fourth on some jobs.

The call-out covers getting a plumber to your door and the first look. Labour is the time on site, usually by the hour. Parts are everything fitted, each with its own price. Geyser, gas and drain work may add a certificate.

Bills go wrong in the gaps between those lines: a call-out nobody mentioned, a full hour charged for ten minutes, time spent fetching parts billed as time on site, or a part priced far above what it costs in a shop. Each of those is easy to prevent if it is agreed first.

The invoice decides the refund

In Tshwane a vague invoice can cost you more than the plumber did.

A hidden leak is paid for twice: once to the plumber, and once on the municipal account. From July 2026 Tshwane charges R36.01 to R64.26 for every kilolitre above the free 9, on a rising scale, plus a network charge, and the sanitation charge rises with the water you use.

The City gives some of it back in one narrow case. The leak must be one nobody could see, somewhere between the meter and where the pipe enters the house. Tshwane then refunds up to R1,000 of the repair and R2,000 of the lost water, once per event in a year, and only after your own insurer has had its turn. Geysers, toilets and leaks inside walls are out.

The claim lives or dies on the plumber's paperwork. Tshwane asks for an invoice that gives the details of the repair work and the materials used, a sketch or photograph showing where the leak was between the meter and the house, and a sworn affidavit. An invoice that just says "leak repair" and a total is not enough.

Insurance works the same way. Geyser claims are among the most common household insurance claims in the country, and an assessor works from the invoice, the photos and, for geyser work, the certificate. A bill that names the cause, the parts and the work is worth more to you than the same total without them.

So the useful question about a plumbing price is not only how much, but what the invoice will say. Labour by time on site, each part named and priced, the cause written down, photos attached: that is the bill that gets you a refund.

Before any leak repair, ask for an itemised invoice listing the materials, a photo of where the leak was, and the meter readings. Tshwane's refund depends on them.

How much is a plumber's call-out fee in Pretoria North?

Kandua's national guide lists business-hours call-outs at R450 to R750, and Procompare's 2026 guide puts emergency call-outs in Pretoria North at R600 to R1,300 an hour. The fee for your visit is given on the call back.

Why is the first hour charged when the job took ten minutes?

Some call-out fees include the first hour of labour, so a ten-minute fix costs the same as a full hour. That is fair if it is said up front: ask how the call-out and labour are split before the visit.

Can I buy the parts myself?

You can, and for simple parts it may save money. The trade-off is the warranty: under the Consumer Protection Act, repair parts and the labour to fit them carry a three-month warranty when the plumber supplies them. With your own parts, only the workmanship is the plumber's to stand behind.

Do plumbers charge more after hours?

Usually. Kandua's cost guide reckons 1.5 to 2 times the weekday labour rate after hours. Any difference belongs in the fee you are told on the phone, not on the invoice afterwards.

Is a plumbing certificate extra?

It is part of the job where the work needs one. Geyser installations, solar and heat pump systems and drain alterations come with a certificate, and PIRB says certificates are required for most plumbing work over R1,500. It belongs on the invoice, not as a surprise afterwards.

Why do quotes for the same job differ so much?

Usually because they are not for the same job: one includes the valves, tray and certificate, another only the geyser; one allows for making good, another leaves the hole. Compare quotes line by line, and ask what each one leaves out.
