What counts as a plumbing emergency
Water where it should not be, or no water where it should. Everything else can wait for a normal booking.

Pretoria North's water comes from Rand Water's Palmiet system through the Wonderboom Reservoir, while Montana, Magalieskruin and Sinoville hang off the Mapleton system. When either one is shut for maintenance, a whole northern zone runs dry. In 2026 that happened at the end of May and again in July, and on 9 to 10 July the Wonderboom Reservoir itself was shut for 24 hours to fit a new 600 mm inlet meter.
The risky moment is when the water comes back. Empty pipes have to be recharged and the air bled out, and during the province-wide recovery in June 2026 pipe bursts elsewhere in Gauteng were put down to the pressure swings that came with it. A joint that held yesterday can let go when the supply returns with air behind it.
Tshwane's Water Supply By-laws draw a firm line. The City's connection pipe ends at the outlet of your meter (section 13). From there to your taps the pipes are yours, and so is the duty to keep an isolating valve working on your side of the meter, so you can shut your own water off without touching the City's.
Two more clauses matter on the night. The City does not promise an uninterrupted supply (section 20), and it is not liable for damage caused by taps left open when the water is switched back on after an outage (section 20(6)). A tap left running into a plugged basin while the street was dry is your claim, not the City's.
So the first question on an emergency is where the water is coming from. A leak in the pavement before the meter is reported to Tshwane, through the e-Tshwane portal, the City's WhatsApp line or its call centre. A leak after the meter is yours to have fixed, and watching the meter tells you which side it is on.
Find your meter and the valve after it before you need them, check that the valve really closes, and shut your taps whenever the water goes off.

The water came back on and now a pipe is leaking. Why?
When supply returns after a shutdown, empty pipes refill with air ahead of the water and the pressure swings until it settles. A tired joint, an old flexible hose or a geyser valve can fail at that moment. Close your taps while the water is off, open one outside tap slowly when it returns to let the air out, and check under sinks and around the geyser that evening.
Can I use the form in a real emergency?
Yes. Choose "Burst pipe or no water" and "Right now", and the request arrives flagged urgent. A call comes back to the number you enter. Meanwhile, turn the water off at the meter: it costs nothing and stops the damage growing.
Will my insurance pay for a burst pipe?
Most household policies cover sudden water damage, but the pipe itself and wear and tear are often treated differently, and there is usually an excess. Take photos before anything is moved, keep any section of pipe the plumber cuts out, and ask for an invoice that names the cause. That is what an assessor works from.
